| Top woman cop excited about new post |

KUALA LUMPUR: SAC (II) Zaleha Abdul Rahman, who holds the distinction of being the first woman police officer to be appointed deputy police chief of Malacca, is excited about the job that awaits her.
The mother of three, who has been with the force for 30 years, said she felt honoured to be given the post by Inspector-General of Police Tan Sri Mohd Bakri Omar.
“I thank him (the IGP) for the opportunity and his faith in me and also to the women police officers in the force. It is an honour to hold a command post,'' she told The Star.
SAC Zaleha, currently the principal assistant director of the logistics department (IT division), said she would do her best in her new post.
She said she would prove not only to herself but also to other women officers that they could go far in their career.
SAC Zaleha has served in various departments and posts, including in the Criminal Investigations Department, and is described as a very dedicated officer. Her peers described her as a person with vast experience, especially in the IT field. |

| UM gets first woman V-C |

PETALING JAYA: Datuk Rafiah Salim has made history by becoming Malaysia’s first woman vice-chancellor following her appointment to the post at Universiti Malaya from May 1 on a two-year contract. She will replace Prof Datuk Dr Hashim Yaacob, whose term expired last month.
“I am deeply honoured and privileged. I am also grateful to the Government for recognising that there are capable women in the country,” Rafiah said from Mecca, where she is performing the umrah.
Rafiah, who thanked Prime Minister Datuk Seri Abdullah Ahmad Badawi and Higher Education Minister Datuk Mustapa Mohamed for giving her the opportunity, said she received news of her appointment at 4am Mecca time (9am local time) yesterday from an officer in the Higher Education Ministry.
Mustapa, in a statement, said a five-member selection committee had identified 11 candidates, of whom three were short-listed and interviewed.
“The committee unanimously agreed that Rafiah was the most capable candidate to return UM to its position as the best university in the country,” he said.
Employees Provident Fund chairman Tan Sri Abdul Halim Ali, who is also chairman of Universiti Teknologi Malaysia’s board of directors, chaired the selection committee.
The other members were former Universiti Putra Malaysia vice-chancellor Tan Sri Syed Jalaluddin Syed Salim, former Universiti Malaysia Sabah vice-chancellor Prof Tan Sri Abu Hassan Othman, AmBank Group chairman Tan Sri Azman Hashim, and Universiti Malaya lecturer Prof Emeritus Datuk Dr Khoo Kay Kim.
Rafiah is currently executive director of the International Centre for Leadership in Finance and had served as lecturer, deputy dean and UM Law Faculty Dean.
She has also served as an assistant secretary-general for human resource management in the United Nations in New York and assistant governor of Bank Negara.
Prof Khoo said Rafiah was the best candidate because of her international experience.
“We need someone like her if we want to make UM a world class university,” he said.
The Star reported that three women were among the candidates being considered for the post – Rafiah, National Accreditation Board chief executive officer Prof Datuk Dr Sharifah Hapsah Shahabudin and Higher Education Department deputy director-general (management sector) Prof Dr Mahani Zainal Abidin.
UM deputy vice-chancellor (student affairs and alumni) Prof Datuk Dr Mohd Razali Agus was appointed acting vice-chancellor for a month till April 30 following the end of Prof Hashim's tenure.
Rafiah was born in Kelantan on May 13, 1947, and holds a Master’s and bachelor’s degree in law from Queen’s University of Belfast, Ireland.
UM Law Faculty Dean Prof Khaw Lake Tee said she was pleased with Rafiah’s appointment.
“I’m sure she has been appointed based on her capabilities, not her gender,” she added. |

| “言論被打壓一手造成” 林吉祥譏馬哈迪作法自斃 |

（吉隆坡訊）前首相敦馬哈迪抱怨在美景大橋和普騰課題上，媒體選擇性和過濾性報導他的談話，結果反遭國會反對黨領袖林吉祥譏諷他是自食其果！
林吉祥指出，如果馬哈迪在當首相時沒有限制新聞自由，他今天就不會陷入窘境。
“他申訴其言論被打壓，其實都是自己一手造成和種下的因。”
他在該黨丹絨區議員曹觀友辯論第九大馬計劃時，打岔發言並乘機揶諭馬哈迪，指當初他若開放新聞自由，今天他所發表的言論就不會被傳媒“過濾”和打壓。
他說，馬哈迪受記者要求對美景大橋計劃被取消發表意見時，不悅的說：“我不說，因為傳媒選擇性刊登我的言論。“
他表示，馬哈迪終於認同了反對黨長久以來的說法，即大馬沒有新聞自由，也說明了政府有必要開放新聞自由，尤其是要達到第九大馬計劃的目標，新聞自由是很重要的。
諷刺退休後才吐真言
曹觀友同樣諷刺馬哈迪在退休後才口吐真言是“很奇怪”的，不過，馬哈迪週一對行動黨和反對黨提出的很多議題表示認同，令他感到慶幸。
“在美景大橋和普騰的課題上，退休後的馬哈迪認同大馬必須要有反對黨來監督政府的施政，這是非常奇怪的，實際上，他應該在當權時就有這樣的看法。”
他也嘲笑馬哈迪提出的言論不但沒有得到國陣領袖和議員的支持，反之，起而“討伐”馬哈迪的並非反對黨而是國陣領袖和議員，這是令人傷感的事。 |

| Cabinet has the final say on what constitutes indecency |

KUALA LUMPUR: The Cabinet will decide on the definition of what constitutes indecency and has asked all local authorities to stop drafting indecency bylaws, said Housing and Local Government Minister Datuk Seri Ong Ka Ting.
This, Ong said, would ensure a uniform definition for all local authorities to follow.
“Meanwhile, they are advised not to enforce such bylaws according to their own interpretation and discretion,” he said in a press statement yesterday.
“All local authorities are advised to hold their actions on whatever indecency laws found in any Park bylaws or any other laws used by them until the Cabinet has decided on a clear definition.
“My ministry is responsible for drafting the definition, and after that, we will bring it to the Cabinet for approval.”
After the Cabinet decision, it will be tabled by the National Council of Local Governments for all local authorities.
Ong also said the decision taken by the Cabinet was independent of any pending court cases.
Recently, the Federal Court ruled that KL City Hall had the authority to enact bylaws to prosecute people for indecent public behaviour.
The court also ruled that it would be up to the magistrate hearing such cases to decide if hugging and kissing constituted indecent behaviour.
The Federal Court made this decision when hearing the appeal by two university students who challenged the power of local authorities to enact such bylaws under the Local Government Act, 1976 after they were summoned for allegedly behaving indecently in the KLCC Park in 2003.
Their case is now pending at the magistrate’s court.
Following the Federal Court decision, many quarters expressed concern that the 146 local authorities in the country would each make their own bylaw on decency and would have different definitions on what constituted indecency.
The Human Rights Commission of Malaysia cautioned that the definition should neither be radical nor liberal.
“It has to be balanced, or otherwise it would be ridiculous,” said its commissioner Datuk Ranita Hussein.
She also said discussion with various parties was needed as it should not be one person’s decision.
Bar Council chairman Yeo Yang Poh said what was important was whether the definition would really make sense.
“If the Government is coming out with such a legislation, it should not only define indecency.
“It should also define public order because running about naked on the streets would cause public disorder,” he said. |

| Bio-fuel booster |

MIRI: Malaysia’s B5 bio-fuel is set to take off in a big way as several foreign companies want to set up refineries in the country.
Companies and government agencies in leading industrialised countries like Germany, Italy, Britain, Japan and South Korea want to set up plants in the country to produce the fuel on a large scale for their consumption.
Plantation Industries and Commodities Minister Datuk Peter Chin Fah Kui said at least 10 licences had already been approved by his ministry and the Malaysian Industrial Development Authority (Mida) for the setting up of bio-fuel plants which will cost at least RM30mil each.
“Offers have come flooding in from private and government agencies from Italy, Britain, Japan, Germany, South Korea, and Australia.
“All want to invest heavily to manufacture the B5 fuel on a big scale in Malaysia and buy the bio-diesel for use in their home countries.
“We are also vetting through many more applications for the setting up of bio-fuel plants in Malaysia. Even the states want to set bio-fuel plants,” he added.
Malaysia’s bio-fuel, the Envo Diesel, was launched by Prime Minister Datuk Seri Abdullah Ahmad Badawi on March 21.
Chin, who said all the offers had been forwarded to Mida, stressed that Malaysia would not rush to set up plants to produce the fuel, which was made up of 5% palm oil derived diesel and 95% petroleum derived diesel.
It is now being used on a trial basis in Chin’s ministry, the Defence Ministry, the Works Ministry and by Kuala Lumpur City Hall.
“The use of B5 fuel is expected to save the Government about 500,000 tonnes of petroleum-derived diesel this year,” said Chin, adding that the fuel was targeted for sale to the public next year.
This is part of the Government's plan to increase usage of palm oil as well as to reduce the country's dependency on fossil fuel. |

| 吉州情侣行为不端 可罚款300令吉 |

（亚罗士打综合讯）马来西亚吉打州亚罗士打市政厅管辖范围内行为不端的情侣，可被罚款高达300令吉。
亚罗士打市政厅秘书罗再娜说，当局有权根据1988年吉打州地方当局（公园）条例惩罚这些情侣。
她在一项通告中指出，实施这项条例旨在培养自律文化及高尚情操，进而克服年轻一代的社会问题。
马国联邦法院日前裁决，吉隆坡市政局有权提控两名在公园内举止不端的大学生。
法院的这项判决，意味着地方当局拥有明显的权力，对付任何在公共场所行为不端的人。
另一方面，马来西亚反对党民行党主席卡巴星呼吁联邦法院检讨它较早前，指两名涉嫌在公园接吻及拥抱的年轻男女可被控以行为不检的决定，因为法律与道德问题不能混为一谈。
卡巴星昨日在国会走廊召开新闻发布会时说，接吻并不是什么大问题，任何没有超越接吻的所作所为，都不应被视为不检的。
民行党社青团署理团长张健仁说，联邦法院的做法显然是支持“犯了道德错误可以接受法律制裁”的理论，违反了道德与法律基本上分开的原则。
他表示，更令人感到担忧的是，联邦法院似乎在“裁决”亚洲人及马来西亚人的道德标准。
“回教教义可能禁止信徒公开接吻或拥抱，但对其他非回教徒而言，这是能接受的做法，它是爱的表现方式之一；许多新人在婚宴上往往会循众要求而公开接吻，从来没有人会非议有关新人的做法。”
社青团副团长冯宝君说，联邦法院的裁决将为多元种族及宗教的社会带来负面影响，这种做法也被视为“授权地方议会，使它成为公众的道德监护者。”
她表示，这种做法将使马来西亚被视为高度保守的国家，对旅游业而言，不是好事，因为它足以使外国游客却步。 |

| 首相：目標原則不變 易名大馬多媒體走廊 |

（賽城訊）首相拿督斯里阿都拉宣佈，多媒體超級走廊即日起更名為“馬來西亞多媒體超級走廊”，而多媒體發展機構──MDC則改為M-DEC。
阿都拉出席多媒體超級走廊10週年慶典時指出，多媒體超級走廊的目標和原則保持不變，不過原定用以達致成功的方法和策略將不斷改善，以便更符合需求和時代的挑戰。
“更改多媒體超級走廊名稱和形象的目的，是為了讓它成為國家計劃，以便所有國民都能從中受惠。”
“馬來西亞多媒體超級走廊不只是屬於M-DEC或賽城，它屬於所有國民，不分種族、宗教或地位。”
他認為，多媒體超級走廊的名字加上馬來西亞，有助提高大馬在多媒體世界和資訊通訊工藝領域上的地位。
阿都拉表示，馬來西亞多媒體超級走廊的新標語“贏取國內的心、贏取國外的戰役”，象徵我國欲放眼本地和海外市場。
政府是在1996年，為了推行多媒體超級走廊計劃而成立多媒體發展機構；多媒體超級走廊這項長期計劃，主要是成為推動大馬資訊通訊工藝和轉型為知識經濟的主要引擎。
機構的3大目標為引進外資、發展本地的資訊通訊工藝工業，及通過多媒體超級走廊旗艦計劃，為國家的社會經濟發展做出貢獻和縮短數碼鴻溝。 |

| Exclusive: Cops in business |

KUALA LUMPUR: Police officers who have expanded their business of keeping law and order to operating leisure businesses and factories without the knowledge of the force will face disciplinary action.
At a seminar for 196 Officers in Charge of Station on Monday, Inspector-General of Police Tan Sri Mohd Bakri Omar had taken to task officers who spent more of their time on part-time businesses such as operating petrol stations or selling batik.
But yesterday The Star learnt there were officers who could be operating large businesses like leisure operations and factories.
When asked, Deputy Inspector-General of Police Datuk Seri Musa Hassan said it had been brought to the attention of the police management that there were officers who had ‘other occupations’ and that these allegations were being investigated, as they marred the credibility and integrity of the force if they were true.
Musa asked the public to cooperate by writing or telephoning him or Inspector- General of Police Tan Sri Mohd Bakri Omar with clear information so that the authorities could act effectively.
“We do not want our personnel to be part-time policemen but to commit themselves full time to their jobs. We cannot tolerate such a culture in the police force,” Musa said.
He said that policemen, regardless of rank, were required to declare their assets, failing which disciplinary action could be taken against them.
“If the Anti-Corruption Agency wants to investigate, we will not stop them,” he added.
Musa said they were currently investigating the officers’ background and they would ascertain whether the officers involved had declared their wealth and how they had obtained it.
He said if the records showed that they did not declare their business interests, disciplinary action would be taken against them.
Musa said the police wanted to regain the credibility of the force and would not let officers who had tarnished the image of the force to get off scot-free.
“We understand and appreciate the views of the public. We assure the public that all their feedback have been taken seriously,” he said. |

| Police must be ready to change |

CORRUPTION, abuse of power, ineffective and poor service – these were the descriptions of the police force. They did not come from the Opposition but from the Inspector-General of Police Tan Sri Mohd Bakri Omar himself.
For most Malaysians, what the top police chief said is not even news anymore. Many motorists, at one time or another, have had to deal with corrupt constables who stopped them for flimsy traffic offences.
We have also coped with officers who display reluctance at taking down reports on crimes. We have shown our patience with nonchalant officers who tell crime victims that the force has zero chance of recovering their stolen items because “such crimes are a daily occurrence.”
Malaysians cannot be blamed if they put on a cynical smile when they see the anti-corruption stickers on the patrol cars and badges of similar nature on police uniforms. All of us know that bribery is still rampant.
Just days ago, a 60-year-old woman alleged that she was stripped at a police station.
The impression of the public, with the ear-squat episode still fresh in their minds, is that the police had not learnt their lesson. Maybe it is unfair to have such an impression when these are mere allegations, but public perception is important.
Mohd Bakri, who was speaking at a seminar for 196 officers-in-charge of stations in Kuala Lumpur on Monday, did not hold back his punches. He said the problems faced by the force would not have arisen if the officers had carried out their duties.
“Then, the situation will be different and the public will not make a fuss or take any action against us,” he said, adding that “integrity cannot be taught, it can only be nurtured; and you as station chiefs must carry out your task as supervisors to ensure your subordinates are honest and sincere, as you are the closest officer to them.”
The bottom line is that the force must be prepared to change. Although Mohd Bakri has spoken to fewer than 200 officers, the message must go down to the force’s entire 85,000 personnel. The days of using muscle and brawn are gone, and as Mohd Bakri put it bluntly – the officers must use their brains, so they would be more rational.
Malaysians expect a certain level of performance from government agencies and bodies, and the police force should not be an exception. The job of a policeman requires him or her to interact with the people; it’s a frontline job with plenty of scrutiny.
We expect the force to lift their game and be in tune with the rapid changes in the country. Malaysians are more educated, better exposed and better travelled. More importantly, we know our rights.
We know that there are good police officers in the force; we know that they deserve better salaries and perks, and we know that they have kept our streets relatively safe.
But in the scheme of things, we must never allow our standards to fall; not comparing ourselves with Manila, Jakarta or Bangkok, but seeing where we stand against the police forces of Hong Kong, Singapore, Australia, Canada and Britain.
Malaysians have become more assertive over the years. Such New Activism, which is a common development in any economy with a fast expanding middle-class, will continue to have an impact in the coming years.
The new tools of communication, the Internet and the SMS, would be used widely by Malaysians to pass judgment on issues involving the police, even if the issues were ignored by some sections of the media. No one can run away from this reality anymore.
Mohd Bakri hit the nail on the head when he told his audience to “read the newspapers ... you can see students with lots of As in their SPM and STPM. They will become part of the community that you will have to serve.”
For the good of the police force, our men and women in uniform must be respected. We want to respect them and we want them to be respected because they have dedicated their lives to protect us.
We must remember that we can sleep soundly every night because of their effectiveness.
We realise that there are politicians and activists, with their own agendas, who look for every excuse to tarnish the police’s credibility, but our leaders and police must sit up and listen when ordinary citizens talk about their unhappiness openly. These are voices that are similar to what Mohd Bakri has said.
The question is what happens next after the speeches have been delivered. Would the errant police officers continue in their ways in the absence of an acceptable mechanism and an anti-corruption agency that is not truly independent?
A clean and upright police force is a long-term process but for the change to begin, the police must be prepared to accept feedback – of the good, bad and ugly sort. They should not take criticism as personal attacks but in a constructive way.
For the time being, the police force must realise that until they earn their stripes, so to speak, from the people, they would be regarded as officers with no honour. They should be the Polis DiRaja Malaysia, not Polis Raja Di Malaysia. |

| “上头”施压关掉东方专栏 李万千转战本刊继续针砭时弊 |

【本刊庄迪澎撰述】资深评论作者李万千在《东方日报》的专栏《亦彼亦此》已因“上头”的压力而告关闭，即日起转战《独立新闻在线》，开辟新专栏《知己知彼》。
现年64岁的李万千（右图）是国内著名的双语评论作者，他除了以中文写作，也以马来文在《当今大马》撰写专栏。他在《当今大马》中文版也有专栏。李万千在1970年代曾任《星洲日报》编辑，在1977年至1989年间，曾任马来西亚华校董事联合会总会（董总）执行秘书。
李万千已出版的中文评论文集包括《求是集》、《知难而进》、《从头越》、《告别马哈迪时代》、《历史是最后的裁决者》等；他也曾出版多本马来文著作。
据《独立新闻在线》了解，李万千是在上周接到《东方日报》通知，“上头“指示《东方日报》关掉他的专栏。不过，所谓“上头”，究竟是国安部还是首相署，不得而知。
李万千在写给《独立新闻在线》的第一篇专栏文章中，提到他接获通知的经过：“那天我接到电话，大意是我的栏不能写了，这是‘上头’的指示。我问有没有白纸黑字，答案是没有。我问‘上头’到底是谁，答案是请我直接联络总编辑。总编辑作了不少解释，我还是弄不清楚谁是‘上头’。在我国，许多事是可以做, 但不可以说。有时候，明知道是谁做的，却不可以透露。总之，《亦彼亦此》就这样不清不楚地被关掉了。”
两个月来第二个遭殃的作者
李万千的个案只是马来西亚媒体业里的冰山一角，也是过去两个月来，第二个遭“上头”施压而不能再在《东方日报》写专栏的作者。今年1月10日，年轻评论作者、隆雪华堂青年团副秘书吴仲顺在《东方日报》的专栏《顺手签到》发表《〈中国报〉怎样认错？》一文，结果不但《东方日报》遭到国安部警告，吴仲顺的专栏也被被迫关掉。
根据消息来源告诉《独立新闻在线》，吴仲顺（右图）的文章之所以“惹祸”，主要是文中提出的两点内容：一、文中指“《中国报》总编辑与执行总编辑被迫辞职是过于严重的惩罚”；二、该文提出中国《新京报》员工罢工抗议总编辑及副总编辑被撤职事件，对比《中国报》，有怂恿《中国报》员工效仿之嫌。【点击：吴仲顺专栏“惹祸” 国安部指示《东方日报》解释】
在马来西亚，国安部、首相署或其他政府部门向报社施压，迫使报社抽掉异议者的专栏，是司空见惯的事。前马华公会中委、前副内政部长（现在的国内安全部）曾在2000年11月以副内政部长的身份在国会回答在野党议员质询，大言不惭地说，内政部给报社打电话“是很普通的事情”。
自《东方日报》创刊以来，有多位时评人如杨凯斌、黄进发、陈美萍、庄迪澎等人都不能成为《东方日报》的专栏作家，有些作者的专栏则遭中途腰斩。不过令人生疑的是，一些专栏作者的文章只是非议媒体垄断现象及星洲媒体集团，并没有碰触官方常挂在嘴边的所谓“敏感课题”，却也未能幸免。 |

第九马来西亚计划（第九马来西亚计划）是新经济政策（新经济政策）的延续，后者不但令马来西亚失去竞争力及全球冠军，更加剧社会不平等、不公平收入分配及猖獗贪污。拥有五大重点的国家使命，充满者矛盾及双重标准，政策与目标混淆。
譬如，首个重点是善用人力资源及潜能，以使马来西亚具竞争力；但这个打造人力资本的目标，被在教育、政府合约及雇用领域上施加的固打制自相矛盾。目前的情况比预期中的更加糟糕，不曾批准土着拥有资产70％，甚至60％以下的公司。此外，研究与开发的比率只占国内生产总值的0.9％之低，而先进国的至少有2.5％的水平。
第二项重点是知识与创新的能力，以及培养“第一流思维”。首相阿都拉巴达威不要第一流建设、第三流思维，但却不接纳绩效作为遴选准则。有意委任首名女性马大校长，却忽略了有许多够资格的非马来人人才。民主行动党不相信，没有合格的非马来人可以担任任何一所国立大学的校长或总稽查司。
如果仍拋不开种族心态，马来西亚人如何能有第一流思维？加拿大在1999年10月7日至2005年9月27日之间，委任一名香港出生的客家籍华人女性伍冰枝为总督。印度裔法官阿南沙亚南将于今年八月受委为纽西兰总督。儘管没有占人口的三分之一，一名华裔及一名印裔仍然分别受委为加拿大及纽西兰的国家元首。目前却没有任何华裔或印裔受委为马来西亚任何一州的州元首。
这种种族因素，再加上宗教因素在内，马来西亚的五年社会经济发展计划，首次以现代回教作为指导发展架构。在回教国看来成为极终目标之下，国家原则的精神如何受到遵守，以促进全民团结及自由？
第三个重点是克服持续的社会经济不平等或达致分配成长。贫富鸿沟是新经济政策所造成。新经济政策的最大败笔是造成贪污及滥权猖獗。我国能在1993年炒外匯亏损40亿美元、柏华惹亏损马币100亿元、两次土著银行丑闻耗去了马币35亿元及将汽车入口准证（AP）及数以亿计的股票分给国阵领袖及部长的朋党、子女及亲戚。
10%富人控制38.4%财富
有多少与巫统有关系或属巫统朋党的贫穷马来百姓拥有股票或AP？若非石油及天然气资源的支持，这种巨额舞币将令马来西亚破产。马来西亚是东南亚国家中贫富差距鸿沟最大的国家。联合国2004年人文发展报告指出，最富有的10％马来西亚人控制了38.4％的经济收益，而最贫穷的10％只控制1.7％。
土著内部的贫富差距最糟糕，华、裔的比例系数也日益恶化。

‧华裔：0.434对0.446
‧印裔：0.432对0.425
为何没有一项策略来克服各族内部的贫富差距，这证明了新经济政策只让一小撮人受惠，而牺牲占多数的贫民。
第四个重点是改善生活素质，如提供自来水、电供及生活水平。向人民抽税的政府应提供这些服务，而非将它们私营化。行动党关注两项将在未来两个月内通过的水务法案，它不仅将令用户缴付较高的水费，也要将没缴付排污费的用户割水。人民显然必须付钱给原本廉宜的东西来让一些私营财团发大财。
第五个重点是加强政府部门的结构及落实能力。为了证明政府的诚意，首相必须兑现成立独委警方投诉及违例委员会。为了加构结构能力，政府必须公平地确保马来西亚的民事服务不由一个种族所垄断。
截至2005年6月，我国公务员人数是89万9250名，其中77.04％或69万2736名是马来人。其余的是：华人8万4295名（9.37%）、印度人4万6054名（5.12％）、其他土着6万9828名（7.77％）及其他种族6337名（0.70％）。在1971年实行新经济政策之前，马来西亚公务员的种族结构是60.08％马来人、20.2％华人、17.4％印度人及其他1.6％。
新经济政策实行35年后，在公民员比率中原本已经过低的华裔，更从20.2％下跌至9.37％，而原本比率超高的印裔则从17.4％跌至过低的5.12％。政府必须认真的找出，为何华、印裔在新经济政策在实行35年后，公务员人数比率超低，在1971至2006年之间，华裔比率跌了10.8％、印裔则跌了12.3％。
马华公会、民政党及人联党应交待，为何支持第九马来西亚计划中华裔的资产拥有权将从39％减少至2020年时的27％，造成数以千亿元的资金转手？
华裔资产拥有权将从39%降至27%
第九马来西亚计划也许将令华裔的资产拥有权从39％减少至2020年时的27％，造成数以千亿元的资金转手。这是因为第九马来西亚计划说明，要达致土著拥有权提高至30％及保留3％给印裔。但它没提到要有多少比率给外国人、被任命公司及华裔。
2004年的股权总值是马币5300亿元，各方所占比率如下：

‧华裔39%
‧印裔1.2%
‧其他0.4％
‧被任命公司8％；及
‧外国人32.5％
假设被任命公司及外国人保持40％比率，土著占30％及印裔3％，华裔的拥有比率将从39％降低至2020年时的27％。财富转手将给华社带来很大的冲击，中华工商总会对此默不作声，令我感到惊讶。
除了马华公会、民政党及人联党之外，有哪一个华人组织愿意支持这将华社资产拥有权被削减的措施。马华、民政及人联应交待，为何支持第九马来西亚计划中华裔的资产拥有权将从39％减少至2020年时的27％，造成数以千亿元资金转手？
如果无法交待支持这项措施的原因，马华公会、民政党及人联党必须付出惨重的政治代价。支持第九马来西亚计划的华团必须了解，它们不值得华社支持的原因。
其实，如果马来人没出售股票，他们的股权早在预期的1990年已经达到30％。新经济政策的目标是要消除贫穷及重组经济，以除经济活动中的种族特征。然而，政府在商业执照及准证、房屋、挂牌公司股票拥有权、政府合约、大学学额及政府奖学金实行歧视性固打制，造成这两项目标不仅不能达致，更使国人分化为土著与非土著。
只要马来人能将手中股票转售套取短期利益，即使新经济政策被延长另外100年，马来人的股权也永远达不到30％。
没有惠及贫穷的马来同胞

马来人股权在1990年时是19.3％，但这不包括由代理公司所持有的8.5％股票在内。由于被任命公司主要替马来人持5％股票，马来人的股权比率实际上是27.8％。然而，这27.8％还不包括已转售的股票在内。估计有半数分配到的股票被转售来牟取短期利益。
澳洲墨多克大学大学副教授Malcolm Tull及James Revely在2001 年1月发表的学术报告《私营化港口：马来西亚个案研究》显示，由富有的马来人在私营化公司中持有的将近41％股权被出售。
根据马来人在1990年的19.3％股权约略比率，如果马来人持着分配到的每一张股票，他们将拥有32.2％的股权。再加上代理公司的8.5％股权，马来人在1990年拥有的股权将超过40％。
这证明了华裔对建国及发展的贡献未获得回报。前首相马哈迪最近说，大多数税务是由华裔缴付，而这些税金用在有利于国家，尤其是马来的发展计划上。马哈迪甚至说，如果不是华社的贡献，马来西亚不会享有今天的繁荣。
华社努力、牺牲及贡献后，还必须支持延长已失败的新经济政策来进一步减少本身的财富，让那些贪污的朋党受惠，就是华社得到的回报？
马华公会、民政党及人联党支持第九马来西亚计划中的国家使命及现代回教而犯下如此大的历史错误，必须负起全责及付出极大的政治代价。
国家使命原本应应加强国家在全球的竞争力、加强国民团结及实现较公平的财富分配及提升人民的生活素质。在没有强调国民团结、民主、政治平等、社会经济正义及绩效之下，国家使命将无法实现马来西亚在2020年成为先进国的目标。
国民团结应根据民主、自由、公正、廉政及人性尊严的共同特征，而种族为基础。这种祸福与共的基础，将确保政治平等及社会经济公正，促进大家互相效忠。然而，我们必须通卓越与绩效追求经济繁荣。只有努力工作才可以获得回报，其他方式不能保障及使国家在2020年成为先进国。 |

| 回教列國家宗教發展基礎 林吉祥促馬華民政解釋 |

（吉隆坡訊）國會反對黨領袖林吉祥要求馬華、民政以及非回教徒部長，向人民交待為何同意把現代回教列為國家宗教的發展基礎，因為這已經違反1957年獨立憲法中的社會契約及國家原則。
“我想知道，到底政府在制訂這項政策時，在排除其他宗教之下，提升現代回教作新國家指導原則，成為國家的‘全面與普世的發展架構’，是否有在內閣中全面討論及核准，並獲得非回教徒部長的全力支持。”
馬是世俗國非回教國
林吉祥在國會走廊召開新聞發佈會上表示，回教只是官方宗教，大馬是世俗國不是回教國；但是政府在第9大馬計劃下好像進一步要朝向回教國的方向。
“雖然回教是官方宗教，但大馬不是一個回教國，1957年獨立憲法中的社會契約，以及國家原則的首個‘信奉上蒼’原則中誌明的尊重與維護大馬的多元宗教特徵與本質。”
此外，林吉祥批評三美威魯日前不應以官方機密法令或其他藉口，回避他提出有關現代回教課題是否在內閣提出討論和審核的問題。
澄清沒指印裔是騙子
林吉祥也針對週二的《淡米爾尼申報》封面報導週一他與國大黨主席兼工程部長拿督斯里三美威魯之間的爭論的新聞做出澄清說，並沒有指印裔是騙子一事。
他覺得有關報導對他非常的不公平、具誤導性、偏見及偏袒一方。
“該報的標題‘印裔社會－騙子社會！三美－吉祥激烈爭論’，它形同傳達三美在我辯論第9大馬計劃時與我激烈爭論有關我指印裔是騙子，而國大黨主席則抨擊我這種說法的信息。”
他解釋，實際上他並不曾說印裔是“騙子”，只是引述最近的一項有關種族關係的民調調查報告。 |

| 第九计划固守种族固打 人民公正党：走不出未来 |

【本刊记者撰述】人民公正党认为，纵观第九马来西亚计划的执行方式，它完全走不出过去之前八个大马计划的框框，仍然强调种族固打制的重要性，以及继续落实新经济政策的土著权益。
公正党主席旺阿兹莎表示：“这些已经落后及不再适合国民经济发展的政策，实在令人对它的成效不表乐观。我国的整体国力已经开始落后周边许多国家，政府如果在财经领域不对国内外有竞争力的企业界开放，还固守过时的‘土著30％股权’，及‘最少60％的工程合约必须发出给土著’等旧政策，外资却步与国民资本不愿参与，便造成经济不能蓬勃发展，不仅影响第九马来西亚计划的经济来源，要现实现进国的理想也会终归理想。”
她也认为，在教育领域上，政府只强调国小要达致的华印族群学童增长率，完全不提政府要为国民应尽的责任，以及国民对母语教育应享的权益。这种具有种族偏差的教育政策，不但造成种族关系继续不协和，而且也不能激发华印及其他族群积极参与第九大马计划的热忱。 |

| Proton to lower car price by 2%-5% |

KUALA LUMPUR: Proton Holdings Bhd will reduce the price of its cars by between 2% and 5% following the release of the National Automotive Policy (NAP), said managing director Syed Zainal Abidin Syed Mohd Tahir.
He also admitted that both Proton and Edaran Otomobil Nasional Bhd (EON) would have to consolidate the distribution and sales network of Proton cars, as the current system was inefficient and that Proton would announce its core alliances next month.
“We need to calculate and look at our pricing strategy. We are talking with the Finance Ministry, and if everything is approved, we will hopefully make an announcement next week,'' he said.
The NAP, in general, would see a reduction in taxes on passenger cars. The aim of the NAP, which although now explicitly protects Proton, would eventually see a reduction in the protection now enjoyed by the national carmakers.
“We are prepared not to be protected one day. We can’t be the national car forever. We have to survive on our own and that is why the management is putting together strategies for how best we can do that,'' Zainal said.
He said the reduction in the import duties on Asean cars to 5% complied with the Asean Common Effective Preferential Tariff scheme, and should see other countries in the region reciprocate with their tax rates on Malaysian cars. “When that happens, we have to see how best we can push our cars,'' he said.
Zainal wants Proton to make a move into Indonesia and Thailand but acknowledges that Proton must have the right car for those markets.
“If it’s the wrong car, the market is not going to accept. Obviously, we have to do our product positioning carefully. Indonesia for example is a people mover but we don’t have a van, so we would be a little bit restricted in our entry. Nevertheless, we do have some products that we may be able to push there,'' he said.
Revamping the entire way that business is done at Proton tops Zainal's agenda and one key change he plans to make is the distributorship and dealership network.
“We have to consolidate (Proton Edar and EON). The extent, form and shape, we will tell you in the future. We need to consolidate and put in more synergies. It’s too ineffective the way we are,'' he said.
He said a merger between the two companies could result in cost savings and. more importantly, it would protect the Proton brand name.
“Customers must be served and they cannot be served if the network is ineffective. Both companies agree that we need to consolidate,'' he added.
Consolidating and rationalising the sales network would allow Proton to offer its customers a good buying experience and improve the frontline, service and salesmen at the showrooms. He said sales teams would be more proactive in getting in touch with potential customers.
Zainal said he had been getting a lot of comments – from outdated models to inefficient sales networks – from all walks of life, and was cognizant of the challenges that Proton was faced with.
“The absence of new products may be a limit but we are not really reaching out aggressively to the market yet. There are customers there and they are not going to come to you,'' he said.
He said the export market was important to Proton and the company was now “really looking into South Africa.” |

| 9th Malaysia Plan - Spreading the wealth |

KUALA LUMPUR: A more equitable nation is the thrust of the Ninth Malaysia Plan presented by Prime Minister Datuk Seri Abdullah Ahmad Badawi in Parliament yesterday.
The first five years of the 15-year blueprint, dubbed the National Mission, will see a big increase in development expenditure and the plan is focused on spreading wealth and growth across the country.
Stressing on improving knowledge and skills in the country, Abdullah’s National Mission also calls for improving the quality of life for all Malaysians while promising that the capacity and effectiveness of the public sector will be sharpened.
He said he wanted progress that was holistic, encompassing all nine aspects contained in Vision 2020.
“We want progress that is enjoyed by all, regardless of religion or ethnicity.
“We want to build a progressive and developed civilisation that echoes the glorious age of Islam and other civilisations, in line with the concept of Islam Hadhari,” he said.
Central to the RM220bil 9MP and the National Mission are five key areas, the first touching on moving the economy up to a higher level.
Here, Abdullah’s new policy will focus on manufacturing and services, but special attention will be paid to agriculture and small and medium-scale enterprises (SMEs).
The development of agriculture is an important tool to not only create jobs and reduce the food bill, but also reduce the income gap between rural and urban areas, while a vibrant SME sector is seen as a strong building block for greater links within the economy and as a big contributor to growth.
The National Mission also wants to create a nation of thinkers and doers, people with character and intellect. Realising that the competitive strengths of the country in the 1990s, such as labour and capital, are more abundantly available elsewhere in the region, better education to improve the stock of human capital was being stressed.
Apart from a more knowledgeable population, the Government aims to reduce the socio-economic imbalances that still permeate the country by pursuing equitable growth.
Here, the Government will address the rural-urban and ethnic disparities and also ensure that development projects and initiatives will be spread more evenly to all corners of the country.
Not left out of the National Mission is a better quality of life, something that every aspiring developed nation must possess. Better quality water, efficient energy usage, improved housing and a much better transportation system are all high on the agenda.
The Government will listen more to the private sector to cut red tape, and improving integrity will be an important facet in building a more upright society. |
